Progress Housing Group and its subsidiaries were chosen by the Housing
Corporation to pilot the development of a Best Value framework for
housing associations.
We've applied Best Value in two areas: repairs and rent arrears.
Continuous improvement teams of staff and tenants review our service,
develop performance plans and set targets.
Tenants are also involved through consultation sessions and surveys.
The group has developed its own audit systems based on guidance
from the Audit Commission and the Housing Corporation. This provides
an independent measure of the level of our performance on Best Value
issues.
Value Based Management
We commissioned CMI Partnership to evaluate our
performance toward Best Value against the best practice techniques
deployed by top organisations in the private sector.
We are now developing systems based on Value
Based Management principles that truly support our efforts to achieve
Best Value.
CMI's work proved beneficial to all the stakeholders
in the organisation and we found that the fees were more than covered
by the value opportunities CMI identified.

There has been a 0.62% reduction in
rent arrears.
An internal partnering arrangement has been established with
our Property Services Division which has significantly improved
our voids performance.
Performance figures for repairs have increased over the year.
More tenants have been invited to meetings regarding planned
programmes of work.
The number of repair reply forms returned has doubled in the
past year following the introduction of a tenant incentive
scheme.
