Decade of renewal: what does the government’s strategy mean for the housing sector?

In early July, the government unveiled its long‑term housing strategy, “Delivering a Decade of Renewal for Social and Affordable Housing”, marking an unprecedented intervention in the social housing sector. Core themes include boosting grant funding, rebuilding borrowing capacity, safety and regulatory assurance, large‑scale delivery, refreshed standards, and energy efficiency.

At the heart of the strategy is a 10‑year, £39 billion Social & Affordable Homes Programme (SAHP), the largest boost in grant funding in a generation, aiming to deliver 300,000 homes – of which 60% is for social housing.

To support both new build and existing stock, the plan includes a CPI+1% rent settlement from April 2026, £2.5 billion in low‑interest loans, and equal access to remediation funding.

The government has also confirmed that phase 1 of Awaab’s Law will come into effect by October 2025, with reinforced electrical safety inspections and more robust regulatory oversight.

Through a renewed partnership with Homes England, the government is committed to delivering affordable homes at scale. What’s more, the strategy launches a consultation to modernise the Decent Homes Standard with an emphasis on tenant safety, standards, and landlord accountability.

For the first time, social housing will face mandatory Minimum Energy Efficiency Standards (MEES), tied to EPC C or equivalent by 2030. This will be incorporated into the Decent Homes Standard. Consultation on this has begun and closes on 10 September 2025 – read more here.

Overall, the strategy offers clarity and stability, allowing social housing providers like us to deliver high-quality homes, while also reinforcing tenant safety and sustainability.
